• How did the process begin?

    The Board of Education gave direction to the administration to proceed with an external contractor, NC State Institute for Transportation Research and Education Operations Research and Education Laboratory (OREd), to study and evaluate current school boundaries, enrollment .

    What is NCSU OREd?

    The NCSU Operations Research and Education Laboratory (OREd) offers school planning solutions that are driven by data and supported by policy in order to gain community support. As a part of the Institute for Transportation Research and Education (ITRE) at North Carolina State University, OREd has more than twenty-five years experience providing district school with information and tools for effective facilities planning.  Click here for NCSU OREd's website. 

    How did we choose NCSU OREd?

    District staff reviewed several vendors and spoke to many other school districts to select the best fit for Orange County Schools, and the Board of Education approved NC State Institute for Transportation Research and Education due to being the best fit for OCS.

    Why are we having this study?

    It is the Board of Education’s fiscal responsibility and duty to ensure that all county facilities are being utilized to their fullest potential. It is important that each student in the school system has the opportunity to excel in an optimal learning environment. Balanced school populations contribute to this experience. This study is also needed to make plans for future growth or decline in enrollment that will impact school capacities.

    What is NCSU OREd’s Role for the district?

    NCSU OREd;s  data collection and compilation process has already begun. This process includes studying US Census, state, and county GIS data, addresses of current students, membership, and capacity data. The next steps for OREd will include reviewing historical trends and forecasts, calibrating the data, producing system-wide forecasts for short to long term facility planning. 

    What will we do with NCSU OREd’s Findings?

    Based on their findings, ORed will then develop optimal school site/attendance zone scenarios for the Board of Education to consider. At that time, the Board of Education will review and revise the scenarios and have discussions at their regularly scheduled meetings and other publicized community meetings.  Once all of these phases are complete, the proposed maps and district feeder patterns will be shared with communities for feedback and input.

    What’s Next?

    Orange County Schools will continue to update parents through the website and various communication tools, and Community Focus Groups will be held across the county.  Please know this is an “evolving” process, and modifications and/or updates will be shared in a timely manner.
