OCS Welcomes new Director of Environmental Health and Safety

Jarwin (JD) Hester, MPA, IH-MESH, RSO, R.S. is officially "on the job" as our new Director of Environmental Health and Safety. (Sara Pitts, who previously served in this role, will take over as Director of Child Nutrition.)

Mr. Hester comes to us from just up the road in Mebane.

Mr. Hester has worked for more than 15 years in various senior-level technical positions within local, county and state governments.  He was responsible for auditing and evaluating federally permitted facilities. 

For more than six years, he has served as the Assistant Director of Environmental Health and Safety (EHS) at NC A&T State University where he was responsible for auditing and evaluating state-owned facilities (both on-campus and off-campus), including COVID-19 policies and guidelines, the implementation of core EHS, procedures, programs, processes, and systems to ensure rigid compliance with regulatory and safety requirements.

He also participated in the improvement of state and country database systems. His expertise is in the organizational development, strategic planning, and environmental management systems.  

As a water quality specialist with Wake County's Department of Environmental Services, Mr. Hester was responsible for routinely sampling streams and creeks and was involved in emergency response efforts. As an environmental specialist at the NC Department of Environment and Natural Resources' Aquifer Protection Section, he helped protect the state's natural resources by evaluating non-discharge operations and developed training workshops for operators and elected officials.

Mr. Hester continues to monitor state, federal and international solid waste, hazardous waste, water, health, safety and emergency management regulations. He holds a Registered Sanitarian License with the North Carolina Board of Sanitarians and a Manager of Environmental, Safety and Health Certificate (IH-MESH). 

Mr. Hester earned three degrees with honors from N.C. Central University, including a master's degree in public administration (magna cum laude), a bachelor's degree in political science (magna cum laude) and a bachelor's degree in chemistry (cum laude).

  • COVID-19 - Contact Tracing Certification – John Hopkins University/May 2020 

  • OSHA 30-hour General Awareness Training 

  • Radiation Safety Officer Training 

  • 40-Hour Hazardous Waste and Emergency Response 

  • DOT Hazardous Materials and Multi-Modal Certification 

  • Advanced BSL-3 Facility Design and Lab Construction Training 

  • Bioterrorism Awareness 

  • Hazardous Waste, Soil and Water Sampling 

  • Advanced Wastewater Treatment 40-Hour Wetland Delineation 

  • 40+ hours of EPA Advanced Chemistry, Hazardous Waste and Materials Training 

  • 300+ hours of certified formal training for Environmental Regulations, Health and Safety 

  • 100+ hours of Public Health Training 

  • Knowledge of ISO 14001 Management Systems 

  • Asbestos Inspector Initial Training

Mr. Hester’s wife, Loretta, is a die-hard Cowboys fan, and they have a son, Jacob. Mr. Hester enjoys playing golf in his spare time.
