OCS Welcomes new Chief of Human Capital & Organizational Development Officer

Join us in welcoming Ms. Joyce Hatcher as the new OCS Chief of Human Capital & Organizational Development Officer!

Joyce Hatcher is an HR veteran with 23 years of experience in a variety of settings and locations.  She has a track record that includes reducing turnover, fostering key relationships, streamlining processes and resolving challenges.

In the spring of this year, the results of an Organizational Structure Audit Report led the district to develop a reorganization plan to keep the district moving forward in serving all students and ensuring every staff member thrives—no matter the job duties or site. As part of the results from the audit as well as additional collaboration among leadership, the Board adopted the Phase 2 Reorganization of Orange County Schools, which was originally presented May 10. This shift involves the Chief Human Resources Officer position being updated to a Chief of Human Capital & Organizational Development Officer. This position is designed to help us effectively work across all our departments and better ensure all staff are growing professionally.

Ms. Hatcher had this to say:

While promoting a student-focused, student centered philosophy.  I thank the board for this opportunity, and the trust they have placed in me to come and share in this journey.”

Ms. Hatcher will officially come to us August 16, after serving as the Executive Director of Human Resources for Roanoke City Public Schools in Virginia.  There she served as a key member of the Superintendent’s Leadership Team, overseeing more than a dozen Human Resources processes, including the administration, compensation, and benefits enrollment process for 2,000 employees at 28 locations. Her accomplishments included several cost-effective changes to existing benefits plans, improvements in the district wide professional training program and design of a unique staffing plan model, which strengthened both recruitment and retention efforts for the district with a focus on equity.

Ms. Hatcher’s additional experience as a Human Resources professional spans a 11-year window, including key HR positions at four other public-school districts in North Carolina and as HR Director for Alamance County Government, North Carolina. During the period 2001 to 2006 she employed her HR generalist skills at three businesses in Eastern North Carolina, earning a reputation for suggesting and implementing changes that improved each organization’s talent pool and bottom line.


Hatcher earned a Bachelor of Arts in Criminal Justice from North Carolina Central University in Durham, North Carolina and her Master of Science in Human Resources/Business Industries from North Carolina A&T State University in Greensboro, North Carolina. Her credentials also include some ten specialized training programs and seminars across a broad HR spectrum including workplace violence, sexual harassment, performance evaluations and train-the-trainer.

Ms. Hatcher is a member of Alpha Kappa Alpha Sorority, a sisterhood committed to lifelong personal and professional development and to the kind of effective advocacy and social change that results in equality and equity for all citizens of the world.

Joyce is married to Johnny Hatcher and resides in Stokesdale, North Carolina.  She is an active member of Sharon Baptist Church in nearby Stoneville, North Carolina.
